South Carolina Business One Stop is South Carolina’s portal for businesses to conduct transactions with the state. Founded in 2005, SCBOS was formed by a dedicated core of state agencies looking to provide businesses with a one stop, one payment portal for business-to-government transactions.


The founding partners with seats on the Executive Steering Committee include:

  • SC Department of Labor, License and Regulation

  • Municipal Association of South Carolina
  • SC Association of Counties


The Executive Steering Committee provides overall guidance and direction to the SCBOS team. A working Steering Committee meets monthly to discuss operations and technical details. Two ancillary groups complete the SCBOS network: the SCBOS Main User Group which is comprised of partner agencies and organizations and the SCBOS Marketing Group comprised of marketing and communication people from partner agencies and organizations.


The SCBOS Mission


South Carolina Business One Stop will enhance the business climate in South Carolina by providing a single web portal through which businesses will be able to electronically meet State requirements for registration, licensing, permitting, and filing reports and returns. The portal will also provide an avenue for businesses to obtain information and to receive assistance from the State.

Meeting the Mission


The SCBOS portal includes many of the top business filings in the state. In July 2008, SCBOS conducted a study to determine the most filed business forms in the state. Based on the results of that study, SCBOS has and will be focusing on bringing on additional top filings in the state.


Additionally, in late spring/early summer 2008, SCBOS conducted a marketing survey of its users. Respondents provided great insight into what their business needs are and how SCBOS could help meet them. The new site design and information reflect what SCBOS users have asked to see.
